Video track doubt

I have an innovative idea in the search space, that is determine how videos are indexed? So, am I allowed to create an application that demonstrates this while using only the theta video api functionality without doing anything in the protocol?

  Yes, that would be eligible if it uses Theta Video API and adds value to the Theta Ecosystem.
