Where to Connect? How you guys track submission?

I was going through previous theta hackathons and found this answer:
So any work done for prior hackathons won't count toward our evaluation of the prize winners.

I am starting out on fresh concept, but one question is how do you guys validate this? Do i have to follow some procedures or how it goes.

    We do this on a best efforts basis by examining GitHub repos and any previously posted work on a project.
